All EU States Agree to Open Accession Clusters 2 and 3 for Ukraine

1 min read

Ireland's Minister of European Affairs, Thomas Byrne, announced that October 13 will be a \“Super Tuesday\” for Albania, Moldova, and Ukraine in their EU accession processes. Ireland currently holds the rotating presidency of the European Council.

What Was Agreed

Byrne confirmed that all EU member states have agreed to open clusters 2 and 3 for Ukraine and Moldova. Additionally, chapters 17, 18, and 19 will be closed for Albania, and chapter 20 for Montenegro — marking significant progress across multiple candidate countries.

Ukraine's Education Law

The breakthrough follows Ukraine's Verkhovna Rada adopting changes to the education law on October 12, meeting a key condition that Hungary had demanded before agreeing to Ukraine's EU accession progress. President Zelensky signed the amendments into law.

Opening clusters 2 and 3 marks a significant step forward in Ukraine's accession talks, covering areas including the internal market, competitiveness, and digital transformation.
