Anti-Corruption Centre Files Criminal Complaint Against Arakhamia
The Anti-Corruption Action Centre (AntAC) on Tuesday, 20 October, filed a criminal complaint against Davyd Arakhamia, head of the Servant of the People faction, with acting Prosecutor General Anton Kovalskyi, citing the "envelopes" payment scheme in the faction.
According to AntAC's analysis, Arakhamia's actions may show signs of an offence under Part 4 of Article 368 of Ukraine's Criminal Code, which covers receiving an undue benefit.
"No longer rumours from the corridors"
AntAC executive director Daria Kaleniuk said the scheme is "no longer backstage rumour" but an organised group whose activity is described in rulings of the High Anti-Corruption Court. "Five deputies received suspicions, including Arakhamia's deputy. His assistant's premises were searched. And the faction head himself does not even appear in the case materials, because Ruslan Kravchenko never opened a case against him. Now that responsibility lies with Anton Kovalskyi," she said.
In February 2026 another group, the Anti-Corruption Centre MEZHA, had already appealed to the Office of the Prosecutor General under Kravchenko, but no proceedings were registered. MEZHA head Martyna Bohuslavets said that Kravchenko, who is now a fugitive, shielded Arakhamia.
How the case began
On 27 December 2025 the National Anti-Corruption Bureau (NABU) and the Specialised Anti-Corruption Prosecutor's Office (SAP) announced that an undercover operation had uncovered an organised criminal group that included sitting members of parliament. According to investigators, the participants regularly received undue benefits for voting in the Verkhovna Rada.
SAP prosecutors served suspicion notices on five deputies who secured bribes for "needed" votes; the sums ranged from 2,000 to 20,000 dollars. Late in 2025, searches were also carried out at the premises of an assistant to Arakhamia, the head of the president's faction. Earlier coverage of the NABU case and Arakhamia is in our report from September.
