Belgian Defence Minister: This Will Be a Dark Winter for Europe Amid Russian Hybrid Threats

1 min read

Belgian Defence Minister Theo Francken issued a stark warning at the Euronews Defence Summit in Brussels on September 30: Europe must brace for a sharp intensification of Russian hybrid attacks over the coming months. "In coming months there will be more hybrid threats. This will be a dark winter for Europe," Francken stated.

Francken described Russia as the greatest security threat to Belgium, citing strong indications of Russian involvement in domestic incidents including drone overflights of sensitive sites, cyberattacks, and arson. He called urgently on European nations and NATO to acquire Ukrainian technologies capable of countering Russian jet-powered drones traveling at up to 600 km/h.

EU Emergency Security Protocols

EU defence ministers had already convened on September 28 to discuss an emergency security protocol covering sabotage, airspace violations, and hybrid attacks. An EU-Ukraine Drone Alliance was launched on September 11, bringing together nine Ukrainian and nine European companies to accelerate technology transfer.

NATO Secretary General Mark Rutte also warned recently that drone incursions into Alliance territory signal an "evolution in the nature of the threat." Belgium's security services have documented a pattern of Russian hybrid activity targeting European critical infrastructure.
