'Carthage' Case: Ex-Prosecutor General's Office IT Chief Gets Suspicion Notice
Ukraine's anti-corruption bodies, the Specialized Anti-Corruption Prosecutor's Office (SAP) and the National Anti-Corruption Bureau (NABU), have served a suspicion notice on the former head of the Information Technology Department of the Prosecutor General's Office, who is mentioned on NABU and SAP recordings in the “Carthage” case.
They do not name the suspect, but according to Ukrainska Pravda's law-enforcement source, it is Ivan Tymoshenko, who earlier filed a resignation letter and left his post on September 11.
“According to the investigation, the official played one of the key roles in the functioning of the criminal scheme. He was directly responsible for communicating with representatives of illegal call centers and systematically receiving money from them. In addition, his functions included ensuring the general security and secrecy of the criminal organization's members, as well as drawing other persons into unlawful activity,” NABU said. The total documented amount of undue benefit exceeds UAH 1 billion. His actions are qualified under Part 3 of Article 255 and Part 5 of Article 27, Part 4 of Article 368 of the Criminal Code.
How the scheme worked
Pre-trial investigation established that a criminal organization was created and led in mid-2025 by one of the heads of a structural unit of the Prosecutor General's Office, Serhiy Kropyva. He drew in both prosecutors and associates. The members systematically received undue benefits for not obstructing the illegal activity of so-called call centers that mass-defraud citizens of Ukraine and foreigners.
The proceeds were legalized by acquiring real estate, jewelry and valuable movable property worth more than UAH 20 million. The participants also legalized over UAH 10 million by placing it on relatives' accounts as supposed business income.
