EU Allocates €100B for Ukraine in 2028-2034 Budget — Funding Not in Doubt

During deliberations on the European Union's next Multiannual Financial Framework (2028–2034), the question of allocating €100 billion to Ukraine has drawn little opposition, according to a senior EU diplomat briefed on the process, speaking on condition of anonymity.

Why the Lack of Controversy Is Significant

"The short answer is this has not been the subject of much discussion — and that is a positive sign," the diplomat told Yevropeyska Pravda. The diplomat interpreted this as evidence that member states recognize Ukraine will require very substantial financing in the years ahead.

Context

The €100 billion Ukraine line item was first reported as part of the preliminary MFF framework in mid-2025. EU leaders are seeking to finalize a deal on the 2028–2034 budget by the end of this year, with a major discussion scheduled at the Brussels summit on October 15–16.

The diplomat also noted that among member states there is awareness of "ongoing financing challenges for Ukraine" and that the MFF needs to address them comprehensively.
