In a major step to fortify regional security, the European Commission announced on March 30, 2026, the approval of a €1.5 billion work program under the European Defence Industry Programme (EDIP). A central objective of this initiative is the integration of Ukraine's defense sector into the broader European defense-industrial complex.

The newly approved framework is designed to address pressing security challenges by expanding manufacturing capabilities, encouraging joint European procurement, and deepening industrial cooperation with Kyiv.

"Now Member States, Norway and, for the first time under an EU defence industrial programme, Ukraine and their industries can benefit from funding opportunities to step up defence cooperation and ramp up production," stated Andrius Kubilius, the EU Commissioner for Defence and Space.

Strategic Funding Allocation

The €1.5 billion package, designated for the 2026-2027 period, is distributed across several key initiatives:

  • Production Expansion: Over €700 million is earmarked to accelerate the manufacturing of vital defense products, including missiles, ammunition, and counter-drone systems.
  • Support for Ukraine (USI): Within the production budget, €260 million will be deployed through the Ukraine Support Instrument to rebuild and modernize Ukraine's Defense Technological and Industrial Base (DTIB) via joint European-Ukrainian ventures.
  • Projects of Common Interest: €325 million is allocated to launch ambitious European Defence Projects of Common Interest (EDPCI), which are also accessible to Ukraine and Norway.
  • Joint Procurement: To reduce market fragmentation, €240 million will fund cooperative purchases of air defense, missile defense, and combat systems by EU member states and Norway, offering grants of up to €20 million per project.
  • Startup and SME Support: The FAST fund will provide €100 million in equity support for defense startups, small and medium-sized enterprises (SMEs), and mid-cap companies.
  • Innovation via BraveTech: An additional €35.3 million will back the EU BraveTech initiative, stimulating innovation among European and Ukrainian enterprises to meet the immediate battlefield needs of the Ukrainian Armed Forces.

Next Steps and Background

The first round of EDIP funding calls will open on the EU Funding and Tenders Portal on March 31, 2026. The EDIP itself was formally adopted on December 8, 2025, as part of a broader strategy to adapt to a rapidly shifting security landscape. This follows an EU defense roadmap presented last October, which explicitly identified Ukraine as a critical pillar of Europe's long-term defense readiness.
