Speaking at an informal meeting of the EU Foreign Affairs Council in Kyiv, the European Union's top diplomat, Kaja Kallas, delivered a stark warning regarding Moscow's broader geopolitical ambitions. Kallas asserted that Russia is currently attempting to secure victories through diplomacy that it failed to achieve through military force.
During her address, Kallas emphasized that any enduring resolution to the conflict must be fundamentally just. She reminded the international community of the atrocities committed in Bucha four years ago as a grim indicator of the stakes involved.
"Russia is trying to gain at the negotiating table what it could not achieve on the battlefield. We all know that Donbas is not Russia's ultimate goal," Kallas stated. "This morning in Bucha, we were reminded of what is at stake. There is no better example of Russia's brutality than what happened there four years ago."
The High Representative stressed that holding perpetrators accountable is a critical component of lasting peace. To this end, she highlighted the European Union's ongoing efforts to establish a Special Tribunal dedicated to prosecuting those responsible for the war. Furthermore, the EU is spearheading the creation of a claims commission designed to help the Ukrainian people seek financial compensation for the extensive destruction caused by the Russian invasion.
Kallas's remarks arrive at a highly sensitive moment, as discussions surrounding the fate of Ukrainian territories have intensified in recent days. The debate over how to conclude the war has revealed significant friction between Kyiv and Washington.
On March 25, Ukrainian President Volodymyr Zelensky disclosed that the United States had offered security guarantees to Kyiv on the condition that Ukrainian armed forces withdraw from the unoccupied portions of the Donbas region. This assertion was quickly disputed by US Secretary of State Marco Rubio, who publicly dismissed the Ukrainian president's claims as untrue.
In response, Zelensky has maintained his position, insisting that during the negotiation process, the US clearly signaled its readiness to provide security guarantees only after a Ukrainian withdrawal from Donbas. The Ukrainian leader further expressed his belief that his American counterpart, Donald Trump, views territorial concessions as the sole viable path to ending the war.
