EU Leaders to Hold Special Summit on Budget and Ukraine Funding Nov. 26–27

1 min read

EU leaders will gather on November 26–27 for a special European Council meeting focused on the bloc's 2028–2034 multiannual financial framework (MFF) and on funding for Ukraine in 2027. An EU official speaking on condition of anonymity told European Pravda about the plan.

The details were presented to EU member states' ambassadors on October 21 by Pedro Lourtie, head of the cabinet of European Council President António Costa, during a meeting of the Permanent Representatives Committee (Coreper). The ambassadors also discussed the outcome of the European Council summit of October 15–16.

Other meetings on the calendar

According to the official, the next European Council meeting will be informal and will take place in Dublin on November 13, with artificial intelligence as the main topic. "The special European Council meeting on November 26–27 will be devoted to the MFF and funding for Ukraine," the official said.

Over the next few weeks, Costa's team will hold separate consultations with representatives of each of the 27 member states. Based on those talks, the team plans to prepare an updated negotiating document on the MFF, to be presented before the November summit.

Why it matters

Ukraine's financing gap for 2027 is already on the EU agenda: we reported that the EU urged Canada and the UK to help cover Ukraine's €70 billion gap in 2027. More in our politics section.
