EU member states agree on terms for 6.6 billion euros from European Peace Facility for Ukraine
EU member states have reached agreement on conditions for allocating 6.6 billion euros from the European Peace Facility to Ukraine, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas announced. "This is good news for Ukraine and bad news for Russia," Kallas wrote on X.
Breakdown of funding
The 6.6 billion euro package is structured in three parts: 900 million euros are earmarked for the EU Military Assistance Mission for Ukraine; 1 billion euros will finance new joint equipment procurement; and 4.7 billion euros will reimburse member states for their contributions, with some states having already announced they will redirect their share to Ukraine's direct needs.
Final decision Monday
The final decision is to be taken by EU defense ministers at the EU Council meeting on Monday. An open question remains over the distribution of the 4.7 billion euro reimbursement portion and how much will ultimately flow to Ukraine.
Context
Hungary had previously blocked the use of these funds, but lifted its veto earlier this year. Kallas noted that Russia's hybrid attacks are designed to intimidate Europe into cutting support for Ukraine, but Europe is responding by doing the opposite.
