EU Opens Clusters 2 and 3 in Ukraine Accession Negotiations
The European Union Council officially opened two more negotiating clusters in Ukraine's EU membership process on October 13, 2026. The announcement was made by Ireland's Minister for European Affairs Thomas Byrne at the Ukraine-EU intergovernmental conference held alongside a General Affairs Council meeting in Luxembourg.
Which Clusters Were Opened
"The Council has opened Cluster 2, the Internal Market, and Cluster 3 — Competitiveness and Inclusive Growth," Minister Byrne announced. He also called on Ukraine to continue carrying out reforms, particularly within the "Fundamentals" cluster, which covers the rule of law, judicial independence, and democratic institutions — areas that must be addressed before full accession can proceed.
Remaining Steps
Ukrainian Deputy Prime Minister Vsevolod Chentsov noted that opening additional clusters will require further concessions from Ukraine, though he stressed there are limits to what can be accepted. Ukraine formally began EU membership negotiations in June 2024. Candidates must align their laws and institutions with EU standards across all negotiating clusters before accession is complete. With Clusters 2 and 3 now open, Ukraine's accession process continues to gain momentum.
