EU to Increase Security and Defense Investment, Including in the Arctic

The European Union announced plans on September 14 to significantly boost investment in security and defense, with the Arctic region highlighted as a specific area of strategic priority.

The EU's increased focus on the Arctic comes as Russia and China have both been expanding their presence and activities in the region. Melting ice is opening new shipping routes and making previously inaccessible natural resources available, intensifying competition among Arctic and non-Arctic powers.

NATO members Finland and Sweden — which joined the alliance in 2023 and 2024 respectively — have strengthened the alliance's northern flank, but the EU views complementary investment in Arctic security as essential.

The EU has been ramping up its defense ambitions since Russia's 2022 invasion of Ukraine, establishing joint procurement mechanisms, increasing defense industry funding, and working toward greater strategic autonomy. The Arctic investments are part of this broader push.
