EU and Ukraine Agree on Funding for Budget and Defense Needs in 2026
The European Commission and Ukraine issued a joint statement on October 1, 2026, announcing that they have identified the means to cover Ukraine's budget and defense needs for the year 2026. Both sides confirmed steps needed to ensure timely provision of that funding.
Key Agreements
According to the joint statement, the EU and Ukraine have agreed to move forward with a 45 billion euro Ukraine Support Loan framework for 2027, subject to meeting established conditions. The two sides also agreed to meet monthly to coordinate their joint efforts.
The statement noted that all partners must fulfill their financial commitments and step up efforts given the significant challenges Ukraine faces. The announcement comes as Ukraine continues to fight off Russian aggression and faces major pressures on its state budget.
Background
Earlier, EU enlargement commissioner Marta Kos urged Ukrainian authorities to unite for a coalition of reforms in exchange for funding. President Zelensky had previously argued that wartime conditions make it difficult for the Verkhovna Rada to work in a normal mode and pass all necessary bills quickly.
