Germany closes last Goethe-Institut in Russia as cultural ties collapse

Germany's Goethe-Institut has shut down its final branch in Russia, completing the full withdrawal of Germany's official cultural presence from the country. The closure comes after the gradual reduction of Goethe-Institut operations in Russia that began following Moscow's full-scale invasion of Ukraine in February 2022.

Collapse of German-Russian cultural relations

At its peak, the Goethe-Institut operated multiple branches in major Russian cities including Moscow, St. Petersburg, and Novosibirsk, offering German language courses, cultural events, and educational exchanges. The institute played an important role in fostering people-to-people contacts and academic cooperation between Germany and Russia for decades. The Russian government's 2022 decision to classify the Goethe-Institut as an undesirable organization, and subsequent restrictions on its operations, made continued activity impossible.

Germany and Russia had maintained relatively extensive cultural and educational ties until 2022, reflecting a broader political strategy sometimes described in German policy circles as Wandel durch Annäherung (change through rapprochement). The collapse of these ties is now seen as emblematic of the wider failure of that engagement strategy.

Broader cultural rupture

The Goethe-Institut closure follows similar exits by other Western cultural institutions from Russia. British Council, the Alliance Française, and various national cultural centers have also suspended or closed their Russian operations since 2022. Cultural figures from Russia have faced bans from international festivals and competition venues, and academic exchanges between Russian and Western universities have all but stopped.
