Hungary Blocks Ukraine Speaker's Visit to Budapest, Refuses Meetings

A planned visit by Ukrainian Verkhovna Rada Speaker Ruslan Stefanchuk to Budapest in the week beginning September 7 was cancelled after Hungarian Parliamentary Speaker Agnes Forshtoffar and other Hungarian officials refused to meet with him, according to reporting by Yevropeyska Pravda.

The Diplomatic Rebuff

The visit was planned shortly after Ukraine's parliament became the first in the world to formally recognize and condemn the systematic Soviet-era repressions against Hungarians — a goodwill gesture aimed at improving bilateral ties. Despite the initiative, Forshtoffar simply refused to receive her Ukrainian counterpart, and no other Hungarian official agreed to meet either.

Stefanchuk later transited through Budapest on his way back from the G7 meeting — again with no meetings.

Ukraine's Response

Stefanchuk's team chose not to escalate the conflict publicly. His spokesperson stated that "the Ukrainian and Hungarian teams are actively working to organize the first meeting" and that Ukraine would welcome Forshtoffar in Kyiv or another Ukrainian city.

Broader Context

Hungary has been systematically blocking Ukraine's EU accession process. Last week, an EU working group failed to endorse Ukraine's negotiation screening results for clusters 2 and 3 due to continued Hungarian obstruction. Budapest has also not communicated its conditions for opening new clusters.
