Germany's Foreign Ministry was among the first to respond, expressing concern and condemnation over the attack. Berlin noted that the Academy of Sciences building is located in close proximity to the German Embassy in Kyiv, adding particular significance to the strike. Germany called on Russia to immediately halt attacks on civilian infrastructure.

Council of Europe

The Secretary General of the Council of Europe condemned the attack, stating: "Impunity will not prevail." The statement underlined the CoE's position that those responsible for attacks on civilian sites in Ukraine must be held accountable through international legal mechanisms.
