Kravchenko publishes 30-page suspicion notice against NABU director

Outgoing Prosecutor General Ruslan Kravchenko escalated his conflict with Ukraine's anti-corruption institutions on Monday, 14 September, publishing more than 30 pages of formal suspicion materials against NABU Director Semen Kryvonos. Kravchenko accused Kryvonos of document forgery dating to 2008, citing violations of articles 358(2) and 358(3) of the Criminal Code.

Video publication

Earlier on Monday, Kravchenko had released a video titled "Episode 1, Part One" containing materials from investigative proceedings. The recordings allege that Kryvonos was involved in voter bribery and a fictitious child adoption aimed at avoiding criminal responsibility. Kravchenko indicated further episodes would be published.

Context

Kravchenko's publication follows NABU and SAPO raids on his offices on 4 September as part of their investigation into alleged criminal protection of call-centre fraud rings. Kravchenko submitted his resignation on 7 September under investigation pressure, but then signed the suspicion against Kryvonos before leaving the country overnight. President Zelensky subsequently submitted a dismissal motion to the Rada, which is expected to vote on 15 September.

The public release of prosecution materials against the NABU director represents an unprecedented escalation between prosecutorial and anti-corruption bodies in Ukraine. International partners have expressed concern about the credibility of Ukrainian institutions.
