EU Foreign Ministers Renew Pledge on Montenegro's Path to Membership
European foreign ministers gathered in Montenegro on October 1, 2026 for a summit with Western Balkans states as part of the 'Berlin Process' diplomatic framework. German Foreign Minister reiterated Berlin's commitment to EU enlargement in the region, promising membership for Western Balkans countries that meet the required reform conditions.
The Berlin Process
The Berlin Process, launched in 2014, is a regional initiative aimed at promoting European integration for the Western Balkans ahead of formal EU accession. It brings together EU member states and Western Balkans governments to advance economic connectivity, rule of law, and democratic reforms.
Montenegro is among the most advanced candidates for EU membership in the Western Balkans, having opened accession negotiations in 2012. The country has made significant progress on EU membership criteria, but challenges remain in areas such as rule of law and anti-corruption measures.
Conditions for Membership
The German Foreign Minister emphasized that EU membership remains conditional on fulfilling concrete reform requirements, including independent judiciary, free press, anti-corruption frameworks, and alignment with EU foreign policy positions. The pledge signals continued European support for Western Balkans integration while maintaining the merit-based approach to enlargement.
