Rutte detailed a pattern of Russian activities including physical sabotage of critical infrastructure, cyberattacks, disinformation campaigns, and attempts to interfere in elections and democratic processes across Alliance territory. He called these actions unacceptable and vowed collective NATO response.
"Russia is conducting a hybrid war against our democracies. We will not be intimidated. NATO stands united," Rutte declared. He called on member states to increase vigilance and share intelligence to counter Russian interference operations more effectively.
