NYT: Russia Plans to Cut Power, Water and Heat to Kyiv, Kharkiv and Odesa Within a Month
Russia has prepared a plan aimed at destroying Ukraine's energy infrastructure within one month, cutting off electricity, water and heating to Kyiv, Kharkiv and Odesa, the New York Times reported on October 15 citing its sources.
Systematic Destruction of Energy Networks
According to the NYT, the Russian plan targets the critical energy nodes that supply Ukraine's three largest cities with basic utilities. The campaign is timed to coincide with the onset of the heating season, when disruptions to the energy system would have the most severe humanitarian consequences.
Previous Attacks and Repairs
Russia has been systematically targeting Ukrainian power plants, heating facilities and distribution networks throughout the war. Ukraine's energy sector has managed to make partial repairs between strikes, but the accumulated damage has reduced generation and distribution capacity significantly. The current wave of attacks has already damaged heating plants in Kyiv this week.
International Response
Western partners have been supplying Ukraine with power generation equipment, transformers and air defense systems to protect energy infrastructure. Ukrainian authorities are simultaneously developing contingency plans for prolonged power and heating outages for residents of the affected cities.
