Russia Charges Telegram Founder Durov with Terrorism Facilitation

Russia's Federal Security Service (FSB) has formally charged Pavel Durov, the founder of the Telegram messaging platform, with facilitating terrorism. The FSB alleges that Telegram refused to remove accounts and channels used by Ukraine's intelligence service to recruit individuals for operations against Russia.

The Accusations

According to the FSB, Telegram knowingly allowed Ukrainian intelligence to exploit its platform for recruitment drives and coordination of activities that Moscow classifies as terrorist. Russian authorities say the company ignored repeated takedown demands. Durov, who holds citizenship in multiple countries including France and the UAE, operates from Dubai and is outside Russian jurisdiction.

Telegram's Track Record

This is not the first collision between Durov and Russian authorities. He previously refused Kremlin demands to hand over data of Russian opposition activists, prompting a temporary ban of Telegram in Russia that was later lifted. The platform has since become one of the primary communications channels in the Ukraine war, used by military units, volunteer groups, and news channels on both sides.

Political Pressure, Not Prosecution

Legal experts note that since Durov cannot be compelled to appear in Russian courts, the charges function primarily as political pressure — on the platform, its partners, and potentially its advertisers. Russia has used similar tactics against other international tech platforms that refused to comply with its content moderation demands.

International Response

Digital rights groups and Western governments are expected to condemn the charges as an abuse of anti-terrorism legislation. Durov's legal situation gained broader international attention after French authorities detained him in August 2024 on unrelated charges linked to Telegram's moderation practices, raising questions about the platform's global accountability.
