Lysak initially described the strike: "The enemy attacked the city. It struck a crowded place in the center of Odesa. An administrative building was damaged." Initial reports indicated three casualties, but Kiper later updated the toll to five wounded, most with shrapnel injuries. One person was in serious condition.

Several floors of the damaged building caught fire following the impact, according to available photos of the scene published by Suspilne media.
