On March 31, a high-level European Union delegation, led by EU foreign policy chief Kaja Kallas, visited the Ukrainian city of Bucha. The visit aimed to pay solemn tribute to the victims of the atrocities committed by Russian forces four years ago, while underscoring the continent's unwavering support for Ukraine.
Ukrainian Foreign Minister Andrii Sybiha, who accompanied the delegation, shared details of the visit on the social media platform X. He highlighted the profound emotional and geopolitical weight of the gathering.
“Standing here, we felt with every hair that the future and security of all Europe are being decided right here, on Ukrainian soil,” Sybiha stated. He described Bucha not only as a stark symbol of Russian atrocities but also as a testament to Ukrainian endurance, noting that the liberation of Ukrainian territories began in this very region four years ago.
For the victims and survivors of the massacre, achieving justice remains paramount. “Accountability is not an option—it is the foundation of a sustainable, dignified, and just peace,” the Ukrainian minister emphasized.

The visit to Bucha preceded an informal meeting of EU foreign ministers in Kyiv. According to Sybiha, the special summit's agenda is heavily focused on critical issues such as the current battlefield situation, energy security, and Ukraine's ongoing integration into the European Union.
Expressing his gratitude to Kaja Kallas, Sybiha praised the fact that Ukraine is already participating in these high-level European discussions on a de facto basis. “The current frontline in Ukraine is the frontline of international law and our shared values,” he concluded. “Ukraine is Europe, and our place is in the European Union.”
