Trump Approves US-Saudi Civil Nuclear Energy Agreement

President Donald Trump has approved a sweeping civil nuclear energy agreement with Saudi Arabia, according to two U.S. officials, in a deal spanning 30 years and valued at tens of billions of dollars. The agreement would see U.S. industry help develop Saudi Arabia's civilian nuclear energy infrastructure — while leaving open the possibility that the Kingdom could enrich uranium domestically in the future.

Proliferation Concerns

The prospect of domestic uranium enrichment in Saudi Arabia has long alarmed nonproliferation experts. Enrichment is the process of concentrating uranium isotopes, and while it has civilian energy uses, it is also the essential first step toward building a nuclear weapon. Saudi Crown Prince Mohammed bin Salman has publicly stated in the past that Saudi Arabia would seek nuclear weapons if Iran were to develop them.

The deal includes safeguards agreed by both Washington and Riyadh to inhibit weaponization, the officials said — but crucially, the framework would be governed by the two countries themselves rather than the International Atomic Energy Agency (IAEA), which conventionally oversees nuclear pacts.

Secretary of State Marco Rubio, asked about the agreement Wednesday, declined to detail its contours but insisted the administration's commitment to non-proliferation was firm. "Suffice it to say, the U.S. is not going to reach any agreement with any country in the world that leads to the risk of proliferation," Rubio said.

Timing and Process

The Wall Street Journal first reported that Trump had approved the agreement. The two countries discussed details during Saudi Crown Prince Mohammed bin Salman's visit to Washington D.C. last fall. The administration is expected to submit the deal to Congress, as required by U.S. federal law, for formal ratification. Rubio confirmed the administration would "work with Congress to formalize the deal."

The agreement is described by officials as a partnership in developing Saudi Arabia's civil nuclear energy program, with U.S. companies playing a central role. Saudi Arabia has ambitious plans to diversify its economy away from oil and has long sought to develop nuclear energy for domestic electricity generation.

Geopolitical Context

The timing is notable. The agreement was approved while the United States is in active military conflict with Iran, which the US and Israel have been striking for weeks over Iran's nuclear program. The US-Saudi deal adds another layer of complexity to Middle East nuclear politics, with critics arguing that allowing Saudi Arabia to inch closer to uranium enrichment could trigger a regional arms race.
