UK Imposes 31 New Sanctions on Russia Targeting Shadow Fleet and Propagandists
The United Kingdom announced 31 new sanctions against Russia on October 1, 2026, in one of its most comprehensive packages since the start of the full-scale war in Ukraine. The measures span three key areas: shadow fleet vessels used to transport liquefied natural gas, Kremlin disinformation networks, and individuals implicated in torture of civilians and ideological indoctrination of Ukrainian children.
Shadow Fleet Vessels
Several tankers identified as part of Russia's shadow fleet — ships operating under flags of convenience to evade existing sanctions on Russian oil and gas exports — have been added to the sanctions list. These vessels have allowed Russia to continue earning revenue from energy exports despite Western restrictions.
Disinformation Networks
Individuals and entities linked to organized Kremlin propaganda operations, including those involved in spreading false narratives about the war, have also been sanctioned. The UK's Foreign Secretary noted that disinformation is an integral part of Russia's hybrid warfare.
Torture and Child Indoctrination
The package includes sanctions against individuals directly involved in the torture of Ukrainian prisoners of war and civilians, as well as those responsible for organizing the forced deportation and ideological re-education of Ukrainian children in Russian-occupied territories.
