Ukraine and Baltic States Address 'Stray' Drone Incidents Amid Russian Electronic Warfare

Ukrainian Foreign Minister Andrii Sybiha hosted his counterparts from Estonia, Latvia, and Lithuania in Kyiv to address recent incidents involving "stray" Ukrainian drones crashing within the borders of the Baltic states and Finland.

During the diplomatic meeting on March 31, 2026, Sybiha expressed regret over the episodes and assured his colleagues—Margus Tsahkna of Estonia, Baiba Braže of Latvia, and Kęstutis Budrys of Lithuania—that Kyiv is committed to close cooperation to mitigate future risks.

Russia Identified as the Root Cause

Ukrainian intelligence attributes the navigational failures of the unmanned aerial vehicles (UAVs) to deliberate interference by Russian electronic warfare (EW) systems. Officials noted that Moscow is actively attempting to provoke such border incidents to exploit them for propaganda purposes.

"We agreed that the Russian regime is the root cause of instability in our region, and that all forms of effective pressure on the aggressor must be strengthened to bring peace closer," Sybiha stated following the talks.

Recent Drone Crashes in the Region

The diplomatic discussions follow a series of off-course drone landings linked to recent Ukrainian strikes against Russian port infrastructure near St. Petersburg. The incidents span several neighboring nations:

  • Finland: Three drones were located in the southeastern region. Two crashed on Sunday, March 28, and a third was discovered on the ice of a lake near the Russian border on March 31.
  • Estonia: Another stray UAV crashed on March 31. Authorities estimate that around a dozen devices may have inadvertently breached Estonian airspace.
  • Latvia and Lithuania: Two drones crashed across Latvia and Estonia last week, following an earlier crash in Lithuania.

The Ukrainian Ministry of Foreign Affairs has formally apologized to the Baltic nations and Finland, reiterating that the airspace violations were unintended consequences of intense Russian electronic countermeasures.
