Ukraine asks world governments to restrict Russia's 'Russian Houses' propaganda network

Ukrainian Foreign Minister Andrii Sybiha has formally appealed to governments around the world, urging them to restrict or entirely shut down the activities of Russia's so-called 'Russian Houses' network operating on their territories. Sybiha stated that Ukraine officially requested countries to recognize the threat posed by this comprehensive propaganda infrastructure. According to the minister, Russia is waging a global battle for the minds of people through an extensive network of influence tools that includes not only 'Russian Houses' but also media organizations, cultural exchange programs, and diaspora networks. These structures serve as cover for intelligence operations, disinformation campaigns, and the recruitment of agents of influence. Sybiha emphasized that the 'Russian Houses' are not cultural centers in the traditional sense but instruments of hybrid warfare designed to promote Kremlin narratives, undermine democratic institutions, and advance Russian geopolitical interests in host countries. Ukraine considers their continued operation incompatible with the security interests of democratic nations.
