Ukraine Strikes Russian Oil Refineries in Perm and Novoshakhtinsk

1 min read

Ukrainian defense forces struck two oil refineries — in Perm and Novoshakhtinsk — as well as a defense enterprise and a radar station on Russian territory, overnight on September 24–25, 2026. President Volodymyr Zelensky and the Ukrainian Armed Forces General Staff confirmed the operation.

Zelensky’s Statement

“We respond to Russia’s brutal strikes against life,” Zelensky wrote on social media. “Last night, thanks to our long-range capabilities, two oil refineries were struck: in Perm and Novoshakhtinsk.”

Background

The strikes come amid intensified Ukrainian long-range operations against Russian military and industrial targets. Perm is located more than 1,400 km from the Ukrainian border, making this one of Ukraine’s most distant strikes to date. Novoshakhtinsk is situated in the Rostov region, closer to the front but still a significant logistical target.

Oil refineries have become priority targets for Ukraine because they supply fuel for Russian military operations. Previous Ukrainian strikes on Russian refineries have caused disruptions to fuel supplies for Russian armed forces operating on the front lines.
