Ukraine to expand mobilization deferments for key workers and students
Ukraine is planning to expand the categories of workers and students eligible for deferment from military mobilization, officials said. The move aims to balance the country's pressing need for military manpower with the need to keep critical industries functioning and maintain higher education.
The planned changes would protect workers in sectors considered essential to the war effort and national economy, as well as full-time students enrolled in accredited programs. Officials stressed that deferments are temporary and do not exempt individuals from eventual service.
Balancing defense and economy
Ukraine has been conducting broad mobilization since the Russian full-scale invasion in 2022. Managing the balance between frontline military needs and maintaining a functioning economy has been one of the most challenging aspects of the extended conflict. Previous mobilization laws prompted debate about which workers and professionals should receive deferments, with hospitals, energy facilities and defense manufacturing industries particularly focused on retaining qualified staff. The expanded deferment policy aims to reduce the economic impact on critical sectors while ensuring continued military recruitment.
