US Considers Lifting Sanctions on Russia's Shadow Fleet
The Trump administration is examining whether to lift sanctions on vessels in Russia's shadow fleet — a network of tankers used to move Russian oil in circumvention of Western sanctions — in order to ease global freight rates that have reached record highs.
Analysts are skeptical that removing sanctions on the shadow fleet would meaningfully add tanker capacity to global markets. Many of the vessels are aging and poorly maintained, and their reintegration into regulated trade lanes would require extensive inspections and certifications that would take months.
The potential move is part of a broader reassessment by the Trump administration of the sanctions architecture built up against Russia since the 2022 invasion of Ukraine. Critics argue the move would hand Moscow an economic win while doing little to reduce freight costs for consumers.
