US Extends General Licenses for Lukoil Foreign Assets Until April 2027
The US Treasury Department's Office of Foreign Assets Control (OFAC) has extended general licenses allowing operations involving certain foreign assets of sanctioned Russian oil company Lukoil until April 24, 2027, according to an official OFAC announcement.
Scope of the Licenses
The extended licenses apply to Lukoil's gas station networks outside Russia and four Bulgarian entities, including the oil refinery in the city of Burgas. The first license covers Lukoil International GmbH, the legal entity that manages the company's international business operations. The extension allows companies and individuals outside Russia to continue limited business dealings with these specific Lukoil assets without violating US sanctions.
Context: Sanctions on Lukoil
Lukoil, one of Russia's largest oil producers, has been subject to US sanctions connected to Russia's ongoing military aggression against Ukraine. The general license mechanism provides a narrow, time-limited exemption that allows continuity of operations at specific foreign assets to prevent economic disruption in third countries, particularly in Europe where Lukoil has significant downstream operations.
