President Volodymyr Zelensky on September 15 confirmed that Ukrainian forces had struck Russia's Syzran oil refinery in Samara Oblast and a drone production facility in Taganrog, Rostov Oblast, in long-range operations. In his nightly video address, Zelensky stated that Ukraine's strikes targeted Russian military-industrial capacity, specifically facilities that contributed to sustaining Russia's war effort against Ukraine. He said Ukraine had the right and the capability to bring the war to Russian territory. At the same time, Zelensky warned that Russia had continued its own attacks on Ukrainian energy infrastructure, with new strikes targeting power generation and distribution facilities across Ukraine overnight. He called on international partners to continue providing air defense systems to protect Ukrainian cities and critical infrastructure, noting that Russian drone and missile campaigns against energy targets were an attempt to demoralize the Ukrainian population ahead of winter. Ukrainian energy officials confirmed they were working to restore power to affected regions and minimize the impact of Russian strikes on heating and electricity supply for the coming winter season.
