England and Wales Plunge Into Drought for Third Time

More than half of England and the entire nation of Wales have been declared in drought this week, marking the third such event in just five years. The Environment Agency made the announcement even as reservoirs remain close to expected seasonal levels and winter brought above-average rainfall across the country.

Why drought despite recent rains?

The apparent paradox lies in how water reaches different parts of the supply system. While surface reservoirs may look healthy, rivers and underground groundwater supplies have been hit hard by a sudden drop in rainfall during the summer months. South East England relies especially on groundwater stored in chalk rock formations — and those levels have fallen sharply.

Farmers across the country have reported reduced yields, earlier-than-normal harvests, and a sharp rise in field fires. Around 20 million people are already subject to temporary use bans — so-called hosepipe bans — as water companies take precautionary action to protect supplies.

What drought means in practice

The Environment Agency applies no single definition of drought; the designation depends on who is affected and which type of water supply is under pressure. A drought can affect the environment, agriculture, or the public water supply — and responses vary accordingly, from relocating fish in drying rivers to enforcing stricter water-use checks on businesses and redistributing supplies between regions.

Most water companies are currently at drought level 1 out of a possible 4, with Anglian Water at level 2. The speed of any escalation will depend on whether meaningful rainfall arrives in coming weeks.

A pattern growing more frequent

Three droughts in five years is prompting urgent questions about whether Britain's water infrastructure is built for a warming climate. Chalk areas from the Yorkshire Wolds to the Wessex Downs are reporting critically low groundwater levels. Scientists warn that more frequent and intense dry spells are a direct consequence of climate change, and that long-term investment in water storage and efficiency can no longer be delayed.
