EU Calls Ceuta Border Crisis a 'Shared European Responsibility' Amid Mass Migration Surge

European Commission President Ursula von der Leyen has told Spanish Prime Minister Pedro Sanchez that protecting EU external borders is a “shared European responsibility,” following last week's mass breach of the border to the Spanish North African exclave of Ceuta. An estimated 50,000 people swam around or otherwise crossed border checks, though most have already returned to Morocco.

Emergency EU Response

Von der Leyen wrote to Sanchez on Monday calling for “united action” on border security, saying the incident showed the EU must “do more to further strengthen our borders at critical points.” She commended Sanchez's “swift handling” of the situation. EU interior ministers will convene for an emergency video meeting on Tuesday to discuss potential responses, with the issue set to feature at October's EU leaders' summit.

European Divisions

The mass crossing triggered sharp tensions across the bloc. France and Italy announced temporary border controls, while migration-averse governments in Italy, Denmark and Finland called for Spain to be suspended from the Schengen free-travel zone. Madrid responded critically to what it called a “selfish” reaction from some partners. Between 3,000 and 5,000 people remained in Ceuta as of Monday. Migration expert Gerald Knaus told DW the crisis was not structural but driven by false information online and urged EU countries to implement a clear deterrent message.
