EU Commission Reveals Details of Miami Russia-Ukraine Peace Talks Framework
The European Commission released details on October 12, 2026, regarding the proposed structure of Russia-Ukraine peace negotiations being organized in Miami under US mediation. The EU indicated it has been consulted on the framework and will have observer status at the talks.
Negotiation Framework
According to the Commission, the Miami talks are structured in three phases: first, a formal ceasefire agreement with international monitoring; second, territorial status discussions; and third, longer-term security architecture including Ukraine's future relationship with NATO and the EU. The EU has insisted that any agreement must respect Ukraine's sovereignty and international law.
EU Role
The Commission emphasized that the EU is not a passive observer and will use its economic weight — including reconstruction funding and sanctions policy — as leverage to ensure any agreement is durable and acceptable to Ukraine. EU foreign policy chief Kaja Kallas confirmed that the bloc stands ready to deploy an EU monitoring mission along any agreed ceasefire line.
