Kyiv Prepares Over 2,000 Emergency Shelter Places for Winter

Kyiv's Social Policy and Veterans' Affairs Department announced that the city has prepared 2,051 emergency shelter places ahead of the winter season. These spots are designated for residents who may find themselves in need of temporary accommodation due to emergencies, including infrastructure failures or damage from Russian strikes.

The preparations are part of Kyiv's broader winterization efforts, which have been a top priority for city authorities given the experience of previous winters during the war, when Russian attacks on the energy infrastructure left many residents without heat and electricity.

Winter Preparedness Measures

The designated "alternative winter housing" locations are equipped to accommodate people who lose access to heating or electricity in their homes due to emergency situations. These facilities represent an important element of the city's civil defense and social support network.

Kyiv authorities have been coordinating with utility companies, residential management organizations, and social services to ensure that vulnerable populations — including the elderly, people with disabilities, and families with young children — have access to warm shelter if needed.

Lessons from Previous Winters

During the winters of 2022-2023 and 2023-2024, Russia carried out systematic attacks on Ukrainian power generation and distribution infrastructure, leaving millions of Ukrainians without electricity and heating for extended periods. The Kyiv city administration developed its emergency accommodation network in direct response to this experience.

The city's preparations this year aim to ensure that no resident is left without access to basic warmth and shelter, regardless of what Russia may do to the energy infrastructure during the coming winter months.
