
Norway's parliament, the Storting, voted unanimously on Thursday to ratify membership in two international legal mechanisms targeting Russia: the Special Tribunal for the Crime of Aggression against Ukraine, and the International Claims Commission for Ukraine.
The Special Tribunal is designed to fill a critical gap in international law. While the International Criminal Court handles specific war crimes, this body will prosecute senior Russian political and military officials for the crime of aggression itself. The International Claims Commission will assess and determine compensation for damage caused by Russia's war in individual cases.
Norway's ratification brings the coalition of supporting states to 36 countries plus the European Union. Ukrainian Foreign Minister Andrii Sybiha thanked Norwegian lawmakers for their commitment to full accountability for Russia's crime of aggression. The unanimous vote sends a strong political signal as European nations deepen their legal commitments to Ukraine.
