Putin Signs Decree Expanding Russian Army to 2.44 Million

1 min read

Russian President Vladimir Putin signed a decree on September 28, 2026, setting the authorized strength of Russia's armed forces at 2,441,630 personnel, including 1,550,500 active-duty troops — a formal increase of approximately 15,500 over the previous level.

Fourth Expansion in 2026 Alone

This is Putin's fourth military expansion decree in 2026. Earlier orders were signed in March, June, and late July. Each has steadily inflated Russia's official military size amid the ongoing war against Ukraine.

The decree states: the authorized strength of the Armed Forces of the Russian Federation is set at 2,441,630 units, including 1,550,500 military personnel.

Escalating Recruitment Pressure

The expansion comes as Russia faces mounting losses on the Ukrainian front and intensifies recruitment, including foreign fighters. On the same day, President Zelensky confirmed Russia has launched an additional mobilization drive and plans to expand its foreign contingent. Over 8,000 North Korean troops are already stationed on Russian territory, with 10,000 more being selected for training and deployment.
