SBU Thwarts Terror Plot in Odesa: 19-Year-Old Russian Agent Arrested Over Energy Infrastructure Bombing Attempt

In a preemptive operation, the Security Service of Ukraine (SBU) successfully thwarted a planned terrorist attack in the southern port city of Odesa. Law enforcement officials apprehended a 19-year-old female suspect, recruited by Russian intelligence, as she attempted to destroy critical energy infrastructure.

Recruitment and Preparation

According to joint statements from the SBU, the National Police, and the Odesa Regional Prosecutor's Office, the suspect is a resident of Chernivtsi. Investigators revealed that Russian operatives recruited the young woman through the Telegram messaging app.

Following instructions from her handlers, she traveled to Odesa and rented an apartment to serve as her base of operations. There, she constructed an improvised explosive device (IED), which she concealed inside a metal canister.

The Foiled Plot

The target of the sabotage was a heavy-duty truck transporting high-value equipment destined for a local municipal heating facility. The suspect managed to plant the homemade bomb underneath the vehicle.

Her plan involved detonating the explosives remotely. To achieve this, the IED was wired to both a primary and a backup mobile phone, designed to trigger the blast upon receiving a call.

Arrest and Legal Consequences

SBU operatives intercepted the threat before the plan could be executed. Bomb disposal experts safely deactivated the explosive device, and the agent was taken into custody. During subsequent searches of her residence, authorities confiscated:

• Components used for manufacturing explosives.
• Additional documentary evidence linking her to Russian intelligence.

The suspect has been officially notified of suspicion regarding the attempted commission of a terrorist act. She is currently being held in pre-trial detention without the option of bail. If convicted, she faces a maximum sentence of 12 years in prison and the confiscation of her property.
