Two police officers face misconduct probe after serial sex offender Simon Levy was left free to murder two women

Two police officers are facing a misconduct investigation by the Independent Office for Police Conduct (IOPC) after serial sex offender Simon Levy was allowed to remain free while under police monitoring, subsequently murdering two women and raping a third.

Levy was convicted of killing Carmenza Valencia-Trujillo, 53, and Sheryl Wilkins, 39, as well as carrying out a violent sexual assault against another woman. His offending spanned from 2018 to 2025, including ten sexual assaults on London transport between October 2023 and May 2025.

In a critical failure, a rape victim who was able to identify Levy was taken into police custody for breaching a community order rather than receiving medical care, meaning officers could not act on her statement until after two further deaths. The Metropolitan Police, British Transport Police and Crown Prosecution Service have all acknowledged failures in how Levy's case was managed.
