25 Years After 9/11: How Has Al-Qaeda Changed?

As the world marks the 25th anniversary of the September 11, 2001 attacks, the question of how al-Qaeda has evolved since that fateful day looms large. The organization that planned and executed the deadliest terrorist attack in history has changed dramatically, though security analysts warn it has not disappeared.

Transformation of the Organization

Al-Qaeda in 2026 looks fundamentally different from the organization that Osama bin Laden led from Afghanistan. The killing of bin Laden by US forces in 2011 marked a turning point, but the group adapted and survived. Today al-Qaeda operates through a loose network of regional affiliates — in Africa, the Arabian Peninsula, the Indian Subcontinent, and elsewhere — rather than as a centralized command structure.

Leadership Eliminated, Ideology Persists

Ayman al-Zawahiri, who succeeded bin Laden as al-Qaeda's leader, was killed in a US drone strike in Kabul in 2022. The group has struggled to find a charismatic replacement, and its senior leadership has been decimated by years of counterterrorism pressure. Yet experts note that al-Qaeda's ideology — radical jihadist ideology calling for attacks on Western targets — has proved resilient and continues to inspire new generations of militants.

Competition with ISIS

A defining challenge for al-Qaeda in the past decade was the rise of the Islamic State (ISIS), which broke away from al-Qaeda and for a time overshadowed it in terms of territory, propaganda reach, and the number of foreign fighters attracted. ISIS's defeat in Syria and Iraq, combined with continued counterterrorism pressure, has weakened both organizations.

Ongoing Threats

Despite being operationally degraded, al-Qaeda affiliates remain active in conflict zones across Africa and the Middle East. Al-Shabaab in Somalia and East Africa, al-Qaeda in the Maghreb, and al-Qaeda in the Arabian Peninsula continue to conduct attacks. Security analysts warn against declaring victory in the fight against al-Qaeda, noting that the organization has shown remarkable adaptability over 25 years.
