EU Admits It Has Not Yet Calculated Ukraine's Budget Gap for 2027

European Union officials have acknowledged that the bloc has not yet completed calculations for Ukraine's projected budget gap for 2027, raising questions about the long-term financial planning for continued support to Kyiv. The admission came during a European Parliament committee hearing focused on EU macro-financial assistance to Ukraine.

European Commission representatives stated that the assessment methodology for Ukraine's needs is still being refined, and that precise figures will depend on the trajectory of the conflict, reconstruction costs, and Ukraine's domestic revenue generation capacity over the coming year.

Ukraine's current budget depends heavily on Western assistance, with the EU's Ukraine Facility providing structured multi-year support. The 50-billion-euro package approved in early 2024 covers the period through 2027, but Ukrainian officials have repeatedly indicated that gaps beyond this envelope are likely given ongoing war expenditures.

MEPs expressed concern that without a clear assessment of future needs, the EU risks being caught off guard when the current facility expires. Several lawmakers called for an accelerated timeline on the needs assessment to enable contingency planning before the end of 2026.

The Commission indicated it expects to have preliminary figures by the first quarter of 2027, which critics argue leaves too little time to activate legislative processes for any supplemental assistance package.

Ukraine's Finance Ministry has previously estimated that the country's annual military and reconstruction budget gap remains in the range of 35 to 40 billion euros, though official EU calculations have not yet confirmed this estimate.
