Russia Recruits Over 27,000 Foreign Fighters from 135 Countries for War in Ukraine

The Russian military has enlisted 27,407 foreign nationals from 135 different countries to fight in its ongoing war against Ukraine, according to new intelligence released by Ukraine's Coordination Headquarters for the Treatment of Prisoners of War.

This widespread recruitment campaign heavily targets nations across the Middle East and Africa. In 2025 alone, hundreds of individuals from Arabic-speaking countries were integrated into Russian occupation forces. The Coordination Headquarters highlighted that nations such as Egypt, Yemen, Somalia, Iraq, Algeria, Syria, Morocco, and Jordan represent only a fraction of the Arab countries targeted by Moscow's recruitment efforts.

Deception and Frontline Captures

"Egypt, Yemen, Somalia, Iraq, Algeria, Syria, Morocco, Jordan are far from an exhaustive list of the Arab world countries whose citizens the Russian Federation is recruiting for the war against Ukraine," the Coordination Headquarters stated. "In total, hundreds of foreigners are in Ukrainian captivity, and their number continues to grow. Every week, the Defense Forces of Ukraine capture from one to three citizens of third countries, whom the Kremlin regime actually sends to certain death."

Many of these recruits are lured under false pretenses. The Ukrainian state project "I Want to Live" recently released a documentary featuring five such "adventurers" from Egypt, Yemen, and Somalia. The men testified that they originally traveled to Russia with the promise of lucrative employment, only to be thrust onto the frontlines of a foreign conflict.

The "I Want to Live" Initiative

The "I Want to Live" project, operated by the Coordination Headquarters with backing from Ukraine's Main Intelligence Directorate (HUR MO), has already published data on more than 10,000 identified foreign nationals—both living and deceased—within the Russian military ranks. The initiative serves several key functions:

  • Assisting Russian military personnel who wish to surrender safely. Participants can choose to remain in Ukraine until hostilities end or return home via prisoner exchanges, officially recorded as captured in combat.
  • Helping Russian citizens avoid forced mobilization and deployment to Ukraine.
  • Providing a pathway for Russian soldiers and civilians to defect and assist the Ukrainian Armed Forces in their fight against Vladimir Putin's regime.

Global Mercenary Networks

The reliance on foreign fighters underscores Moscow's ongoing efforts to replenish its forces globally. Previously, the Main Intelligence Directorate of Ukraine's Ministry of Defense reported that Russia had recruited between 10,000 and 15,000 mercenaries from Cuba alone to participate in the invasion.
