UK Passes Law Criminalizing Sharing of AI-Generated Child Sexual Abuse Images

The UK Parliament has enacted new legislation specifically targeting AI-generated child sexual abuse material (CSAM), making it a criminal offence to create, possess, or distribute such content — even when no real child is depicted.

The new law addresses a growing concern about the misuse of artificial intelligence image generation tools to produce realistic-looking but entirely synthetic sexually explicit images of children. Previously, a legal grey area existed around AI-generated content that did not involve real victims.

Under the new legislation, offenders can face substantial prison sentences. The law also gives law enforcement agencies new powers to investigate and prosecute those involved in the creation and distribution of such material.

Child protection organizations welcomed the legislation as a critical step in preventing the proliferation of AI-generated abuse material online, while technology policy experts noted the challenges of enforcement given the global nature of the internet and the rapid development of AI tools.
