The Irish EU Council presidency and the European External Action Service have proposed a compromise to break the deadlock over extending Russia sanctions. France and Slovakia blocked a proposal to extend all sanctions for 12 months, demanding the removal from the list of billionaire Alisher Usmanov.
The compromise would allow Usmanov to remain on the list but lift certain restrictions. France’s demand is linked to a proposed deal with Azerbaijan over the release of French citizens. Some EU countries may agree, but many remain skeptical about using EU sanctions to pursue national interests.
